Each wheel's rotational speed is continuously monitored by the II33581 - ES1210 ABS ECU. It activates valves to restrict pneumatic pressure to the brake at the damaged wheel if it notices the wheel rotating noticeably slower than the speed of the vehicle, a condition suggestive of impending wheel lock.
